Okay, so I just started runescape and have seen people running around with spider capes, they told me it was halloween event 2009. My question is, can I still do it now? And if so, how to start? Also, can I still get the witch costume? And also, if so how? Thanks for any help.

you can't u can only get it if u did the quest in 2009
