I believe they're a cape verde thing but theyre little balls and they're black with white dots and something about if the dots fall off? Im not sure but what are those called? thanks guys!!

The necklace that you are referring to is a called a "conta de ojo", its kind of hard to give a direct translation in English, but basically it is supposed to watch over you and warn you of any ill will against you. Most CapeVerdean people simply wear it for adornment, rather than for superstitious reasons.
