Can anyone suggest a moderately priced hotel within walking distance to the waterfront in Cape Town? I'll be there for a few days in March and would like a personal recommendation from someone with local knowledge.

I'm not sure you will find such a thing. You could try the Breakwater Lodge or V&A City Lodge but don't expect too much for your money. If you can afford it, the Cullinan is better.
You can look for a B&B or self-catering apartment in wheretostay.co.za and use tripadvisor.com to get genuine reviews.
If you stay in Mouille Point (pronounced Moo-lee) you will be able to walk to the waterfront and you will literally also be on the beachfront which is nicer than town.
I don't use travel agencies, I do all my bookings online.
