I was wondering what is appropriate to wear to the graduation, and also if you're allowed to touch them like (hug, kiss) when you see them? Or any other pointers about boot camp in Cape May NJ.

Congratulations to your boyfriend graduating from Coast Guard boot camp.
I think that any conservative dress would be appropriate for you. You don't want to wear sexy night club gear. It would embarrass him and you when everyone would be looking at you because you stand out!
Your mother and grandmother are the best sources of what to wear. And, if your father says, "I don't want my daughter to wear that in public" then you have a strong 3rd opinion!
After the formation is formally graduated and given the order to DISMISS, then, you will see everyone's parents and friends and family separate and hug each other and take pictures together (bring the camera a fresh batteries) and go off together to have family reunion and supper, etc.
It will be a great event of the day. Enjoy it and good luck to your Boyfriend and yourself if you are going to be a Coast Guard wife in the future.
Many people don't think of the Coast Guard as being the 5th branch of the military services. The Coast Guard has a demanding daily job to do patrolling the seas and oceans. SALUTE!
