Tropical depressions sometimes form as a feature known as a tropical wave moves off the African coast. The waves cannot organize into depressions while they are moving across Africa, but once they move over the eastern tropical Atlantic and over the sufficiently warm waters there, they sometimes close off a low level circulation center and from there go on to become hurricanes, if other conditions are favorable.
The area off the southern coast of Mexico is also a favored area for tropical cyclones to develop.
