Can a person living in Cape Town, South Africa call a cell phone in wisconsin and what are the charges? Do I need to ask sprint or does anyone out there know the answer to this?

Yes they can. The costs depend on the type of contract the Sprint customer has and you would have to enquire that from Sprint. The person phoning from SA will carry the cost of an international call to a cell phone, which is quite steep. That person would have to find out from their service provider (Telkom or the cell phone provider if using a cell phone) what the costs would be per minute.
